Georgia law established the Office of Planning and Budget (OPB) to develop financial plans for the State, to coordinate the fiscall affairs of the State, to see that the financial resources of the State are used most efficiently, to promulgate rules and regulations governing the acquisition, utiilization, maintenance, repair and replacement of the State's Motor vehicles, etc...The Department of Administrative Services (DOAS), through the Office of Fleet Management (OFM), will work with and under the direction of the OPB to carry out this policy. OPB and DOAS OFM sets the minimum requirements for fleet management and the Department creates it's own policies and procedures to carry out the state policy.
