This serves as notification from the Shore Protection Committee and the Georgia Department of Natural Resources of a request from Jekyll Island-State Park Authority for a Shore Protection Act (SPA) permit under Official Code of Georgia (O.C.G.A.) 12-5-230 et. seq., to modify the existing public dune crossover within the State’s SPA Jurisdiction, located east of Beachview Drive and south of the intersection of Beachview Drive and Captain Wylly Road, Jekyll Island, Glynn County, Georgia.

The existing public crossover structure is approximately 8ft. x 48ft. (384 sq.ft.). The applicant proposes to modify the existing public crossover structure by removing the deck surface and railing, adding a new deck surface that will be extended approximately 2ft. seaward of the existing deck, removing the existing stairs, adding an ADA compliant ramp to the north seaward of the existing bulkhead, and adding a new observation deck on the south side of the existing crossover landward of the existing bulkhead wall.

Seaward of the existing sidewalk, the modified crossover is to be 8ft. x 36ft., with an ADA compliant ramp located on the north side, seaward of the existing bulkhead. The switchback ramp runs north-south, with each run to be 8ft. x 72ft. A new observation deck, 8ft. x 55ft., is to be placed to the south of the crossover, landward of the existing bulkhead, along with a new 5ft. wide walkway to the sidewalk. The totaled finished area of the modified crossover structure and observation deck, including ramp, will be 2,005 sq.ft. The modification will increase the area of the structure by 1,621 sq.ft.

It is the responsibility of the applicant to demonstrate that the project is not contrary to the public interest and that no feasible alternative sites exist. In passing upon the application for permit, the permit issuing authority shall consider the public interest which for purposes of this part shall be deemed to be the following considerations:  (1) Whether or not unreasonably harmful, increased alteration of the dynamic dune field or submerged lands, or function of the sand-sharing system will be created; (2) Whether or not the granting of a permit and the completion of the applicant's proposal will unreasonably interfere with the conservation of marine life, wildlife, or other resources; and (3) Whether or not the granting of a permit and the completion of the applicant's proposal will unreasonably interfere with reasonable access by and recreational use and enjoyment of public properties impacted by the project.
